Short answer: Dominican business owners who are not US citizens or residents can hold a US LLC. All State Tax Resolution forms it in Wyoming, arranges an EIN that needs no SSN and prepares the yearly IRS forms under Sabih Shafi, its IRS Enrolled Agent. Stripe's country list does not include the Dominican Republic, and the IRS treaty list does not either; formation costs $795 USD, annual compliance $695 USD a year and the bundle $1,395 USD.

Key takeaways

  • The Dominican Republic is missing from Stripe's country list. A US account is the alternative: Stripe asks for US registration of the business and decides each application.

  • PayPal does list the Dominican Republic, and its help page includes the country in a note about bank transfers taking up to 7 business days.

  • The IRS list shows no income tax treaty with the Dominican Republic.

  • No SSN is needed for the EIN; we fax the request, and the IRS says that generally takes 4 business days.

  • This page covers the platform answers and the price, while our founder guide covers the wider picture.

Facts about Stripe, PayPal and the IRS on this page were checked on their official pages on October 6, 2026.

Where this page fits

We already publish a guide to forming a US LLC for a Dominican business, which covers the formation steps, the yearly IRS filing and what changes when your LLC pays US contractors. This page is shorter and answers the questions people ask first: what do Stripe, PayPal and the IRS say about a business in the Dominican Republic, and what does it cost?

Anyone who is not a US citizen or resident counts as a foreign person for the IRS, so an LLC with one such owner can be formed without living in the United States. Holders of US citizenship or a green card are not the audience; they should read our page on US tax help for Americans in the Dominican Republic.

What Stripe says

Stripe's global page lists the countries and regions where Stripe is supported. The Dominican Republic is not on it, and the page labels everything outside the list as payments not supported yet. In its help center Stripe adds that opening an account in another country needs a legal entity registered there, and that Stripe must support payments in that country.

That leaves the US route. A registered business with a US account has to hold its registration in the US, Stripe says, whichever country the work happens in. Stripe checks the entity name and type, the EIN, the SSN or ITIN and the address. Should your representative be a non-US individual without an SSN or ITIN, its tax ID page says to expect a request for your local tax ID and proof you are not a US taxpayer. We discuss that before you apply. Stripe makes the decision.

What PayPal says

PayPal's country page includes the Dominican Republic. Your contract would be with PayPal Pte. Ltd., a Singaporean company, and the agreement lets a business open an account if it is organized in one of the listed countries, operates there or is resident there. A Business account asks for your full legal name, email, a password, the business registration number, a description and the business bank account details.

The withdrawal help page for the Dominican Republic opens with a general note. Product availability differs by market, it says, and in some countries certain PayPal services are limited to cross-border transactions, with receiving money tied to a licensed local partner. The note does not say which countries, so read it as a general warning, not a Dominican rule. The page also lists the Dominican Republic among the countries where a transfer to the local bank may need as long as 7 business days, and it says every transfer is subject to review.

PayPal's US agreement is a different contract. For a US account it expects a business to be American-organized, or operating or resident in the US. PayPal decides whether an LLC qualifies.

What the IRS says about a treaty

No income tax treaty with the Dominican Republic appears on the IRS list, and the IRS table of treaties in effect leaves it out too. For a country with no treaty, the IRS says you apply the rates and method in the instructions for the applicable US return. The statement is about income from US sources.

The reporting that belongs to your own country is not ours to describe. A local professional handles home-country reporting, and we coordinate with them.

Dominican businesses that sell to the US

The LLC fits owners with US customers or plans for them: bilingual customer-support and virtual-assistant teams, software and design freelancers, boutique hotels and villa rentals with American guests, jewelry and craft makers, and cacao or coffee brands. Customers pay a US company, and payments land in the LLC's US bank account if a bank approves it.

Goods in a US warehouse change the picture. Our guide for foreign sellers explains why: the IRS calls profit from selling that inventory in the US effectively connected income.

What $795 USD, $695 USD and $1,395 USD buy

  • $795 USD, formation: a 30-minute call with me, your EIN, the Wyoming filing fee, your first registered agent year, an operating agreement in either language and the pack of documents for banks and Stripe.

  • $695 USD a year, compliance: the yearly Form 5472 and pro forma Form 1120, a Form 7004 extension when you want one, the Wyoming annual report and license tax, a registered agent for the year ahead and deadline alerts.

  • $1,395 USD, bundle: formation and the first compliance year in one price.

Wyoming requires every LLC to have a registered agent, which is why one is included. The packages assume one owner, so mention partners on the call. We start from Wyoming; if you would rather have Delaware or another state, ask, and expect the price to vary. A flat fee is put in writing before work starts. The full scope sits on our pricing page.

After you say yes

Send us your passport, your home address and a note on the LLC's purpose. We then file in Wyoming, which usually takes about one business day from the moment we have everything. Next, Form SS-4 goes to the IRS by fax. Someone who can obtain neither an SSN nor an ITIN cannot use the online application, so line 7b is marked "foreign" or N/A.

In any year when money moves between you and the LLC as a contribution or distribution, the LLC reports it on Form 5472, filed with a pro forma Form 1120. Failure to file brings an IRS penalty of $25,000 USD, so we calendar it for you.

How we help

I am Sabih Shafi. My IRS Enrolled Agent license, issued at the federal level, gives me the right to represent taxpayers before the IRS in every state. I speak Spanish, and my wife is Venezuelan, so the way Caribbean and Latin American founders work is not new to me. We can talk by phone or video in English or Spanish.

  • You get your Wyoming LLC and an EIN request faxed to the IRS, with no SSN needed.

  • Each year the LLC needs it, I prepare Form 5472 and attach the pro forma Form 1120.

  • I put together Stripe and bank documents with consistent names. Those companies decide, and I cannot promise an approval.

  • Should the IRS mail you a notice, I can represent you as an Enrolled Agent.

  • A flat fee, quoted in writing before we begin.
