CP504 is titled "Notice of Intent to Seize (Levy) Your State Tax Refund or Other Property." It confirms you have an unpaid balance and warns that the IRS intends to levy your state tax refund — and potentially other assets — if the balance isn't resolved.

Why This Notice Is Different From Earlier Ones

By the time CP504 arrives, you've typically already received several earlier notices (CP14, CP501, CP503) that went unanswered. CP504 is the IRS signaling that patience is running out — it's a precursor to a Final Notice of Intent to Levy (LT11/CP90), which is the letter that unlocks the IRS's authority to levy bank accounts and wages.
