Tampa, FL Tax Help: IRS & State Back Taxes, Levies, Audits (2026)
Tax help in Tampa: who this guide is for
If you live or run a business in Tampa and the IRS or the Department of Revenue has started writing to you, this page explains what actually happens next, where the local offices are and what they can and cannot do, and how cases from Hillsborough County get resolved without anyone taking a day off to sit in a federal building.
I am an Enrolled Agent, federally licensed to represent taxpayers before the IRS, and my firm handles back taxes, levies, audits and unfiled returns for clients across Tampa and its suburbs, including Brandon, Clearwater (Pinellas County), St. Petersburg (Pinellas County), Riverview, Temple Terrace and Plant City. Everything here is general information, not individual advice; the last section explains how to get a free review of your own notices.

Your IRS office in Tampa, and what it can actually do
The IRS Taxpayer Assistance Center serving Tampa is the IRS Taxpayer Assistance Center, Tampa, at 3848 W. Columbus Dr., Tampa, FL 33607. By appointment only; call 844-545-5640. irs.gov lists normal weekday service Monday through Friday, 8:30 a.m. to 4:30 p.m., and this office is open on all of the IRS's 2026 Saturday help dates; confirm in the IRS office locator. Other offices in the area include Clearwater Taxpayer Assistance Center, Pinellas County (named by the IRS; address not confirmed on a current page), Sarasota Taxpayer Assistance Center, 5971 Cattle Ridge Blvd., Sarasota, FL 34232 (address is from an older irs.gov directory and was not reconfirmed on a current page) and Lakeland Taxpayer Assistance Center (named by the IRS; address not confirmed).
It helps to know what a Taxpayer Assistance Center is for. It can verify your identity, take a payment, give you transcripts and answer account questions. It does not negotiate: nobody at the counter can settle a balance, release a levy on their own authority or decide an audit. Those decisions sit with collection, examination and appeals units that work by mail, phone and fax, which is why most representation happens without a visit to the office at all.
The Taxpayer Advocate Service is different. It is an independent office inside the IRS that steps in when normal channels have stalled or a levy is causing hardship. The local office for Tampa: Taxpayer Advocate Service, Clearwater Office, 10200 49th St. North, Suite 202, Clearwater, FL 33762 (TAS lists no Tampa or Hillsborough County office), 727-369-2821. It is a genuine safety valve, but it is not a shortcut around filing the missing returns or answering the notice in front of you.
The Florida side: Florida Department of Revenue
Florida does not impose a personal income tax, so there is no Florida individual return and no Florida income-tax debt. A Tampa taxpayer's state problem is almost always a Department of Revenue business account, usually sales and use tax or reemployment tax, a Hillsborough County tourist development tax account tied to a short-term rental, or income tax still owed to a previous state of residence.
Florida Department of Revenue local office: Tampa Taxpayer Service Center, 5483 W. Waters Ave., Suite 1210, Tampa, FL 33634, 813-901-1100, open 8 a.m. to 5 p.m. local time..
Federal and state collection are separate tracks: an IRS installment agreement does nothing to stop a Florida garnishment, and a state payment plan does not pause the IRS. Every Tampa case we take is mapped across both agencies before anything is negotiated. Our Florida state page covers the state side in detail.
Tampa taxes people forget about
Beyond the IRS and the Department of Revenue, Tampa has local obligations that show up as surprise bills, usually when a business or a rental has been running for a few years without them:
Hillsborough County Tourist Development Tax: owed on rentals of six months or less, including hotels, condos and vacation rentals, with returns due monthly on the first and delinquent after the 20th.
Local Business Tax Receipt: every business operating in Hillsborough County needs a county Business Tax Receipt, which expires each September 30 and can be renewed starting July 1; a business inside Tampa city limits also needs a City of Tampa Business Tax Receipt under the city's own code.
Property tax: the Hillsborough County Tax Collector bills and collects property tax for the county, cities and schools inside it.
State transient rental tax: Florida law lets counties add their own local-option tax on top of the state's transient rental tax for stays of six months or less, so a short-term rental host collects both the county Tourist Development Tax and the state's sales tax on the rental.
The Tampa tax problems we see most
Every metro has its own pattern of tax trouble, because it has its own mix of work. In Tampa the cases that reach us most often look like this:
MacDill Air Force Base active-duty, reserve and civilian personnel: Military households move between states on orders, which complicates state residency and often leaves military spouses with income from several states in one year; missed filings surface later as IRS notices.
Port Tampa Bay and maritime trade workers: Longshore, logistics and marine-service workers paid on 1099s or irregular schedules skip estimated payments in strong shipping years, then face self-employment tax and penalties once the IRS catches up.
Short-term rental hosts and real estate investors: A Tampa vacation rental touches federal income tax, Florida's transient rental tax and the Hillsborough County tourist tax at once, and owners who assumed a booking platform handled everything often have gaps with the county.
Construction and storm-recovery contractors: Roofing, remediation and rebuild work after hurricanes is frequently paid in cash or on 1099-NEC forms with crews that may be misclassified, and a slow season exposes unpaid payroll or self-employment tax.
Healthcare workers and travel nurses: Travel contracts bring W-2s from multiple states and stipends whose tax-free treatment depends on maintaining a genuine tax home, and mismatches between agencies and the IRS trigger notices.
Three things to know about Tampa cases
The Florida Department of Revenue's Tampa service center, on West Waters Avenue, is in a different building and a different part of the city from the IRS Taxpayer Assistance Center on West Columbus Drive; the two agencies do not share an office here.
Neither the IRS Taxpayer Advocate Service nor the Taxpayer Assistance Center network lists a dedicated Tampa or Hillsborough County advocate office; the nearest listed TAS office is in Clearwater, in neighboring Pinellas County.
A Hillsborough County Business Tax Receipt and a City of Tampa Business Tax Receipt are two separate accounts with two separate renewal cycles for any business inside city limits, not one combined filing.
How we work with Tampa clients
The process is the same whether you are in Brandon, Clearwater (Pinellas County) and St. Petersburg (Pinellas County) or overseas. You sign IRS Form 2848, which lets us speak to the IRS for you and pulls the notices to our office instead of your mailbox; for state matters we file the state's own power-of-attorney form. We then pull your IRS account and wage transcripts and the state account history, so the first conversation is about real numbers rather than guesses.
From there the order is almost always the same: stop any active levy or garnishment, file whatever returns are missing (a return the IRS prepared for you is usually far higher than the real liability), and only then negotiate the balance through a payment plan, an offer in compromise, penalty relief or currently-not-collectible status, depending on what the financials support. Meetings are by phone or video, documents move through a secure upload link, and signatures are electronic. You never need to visit an office, and neither the IRS nor the Department of Revenue requires an in-person meeting for the vast majority of cases.
Frequently Asked Questions
Do I need to go to the IRS office on Columbus Drive?
No. The Tampa Taxpayer Assistance Center works by appointment through 844-545-5640, and it mainly handles identity verification, payments and transcripts. Collection cases, audits and notices are handled by phone, mail and online, and we file Form 2848 so we can speak to the IRS for you.
Florida has no income tax, so why am I getting a state tax notice?
Florida taxes businesses and activity, not personal income. If you sell goods, employ people or rent out a property short-term, the Department of Revenue or Hillsborough County can assess sales and use tax, reemployment tax or tourist development tax. Residents also sometimes get letters from a state they used to live in.
I rent a condo near the airport on Airbnb. What filings am I actually responsible for?
Federally, the rental income and expenses go on your return every year regardless of who collects the booking. In Hillsborough County, short-term rentals also owe the county Tourist Development Tax and Florida's transient rental sales tax, and a county Business Tax Receipt may be required; we map which of those a platform already handled before contacting any agency.
My spouse is active duty at MacDill and we've lived in three states in four years. Is that why we have unfiled returns?
It's a common reason. Military moves create split-year W-2s and can complicate which state actually counts as home for tax purposes, and busy years get skipped. We pull transcripts first to see exactly what the IRS already has before preparing anything.
What does the Taxpayer Advocate Service do, and is it the same as hiring you?
The Taxpayer Advocate Service is an independent organization inside the IRS that steps in when normal channels have stalled or a levy is causing hardship; for the Tampa area, the nearest listed office is in Clearwater. It does not represent you or prepare returns, and when a case qualifies we prepare the Form 911 request and work with the assigned advocate.
