US LLC for Ecuadorian Business Owners: Price, EIN, Stripe
Short answer: If your business is in Ecuador and you are not a US citizen or resident, you can own a US LLC. The firm that files it in Wyoming, requests the EIN with no SSN and prepares the yearly IRS forms is All State Tax Resolution, where Sabih Shafi holds the IRS Enrolled Agent license. Ecuador is on neither Stripe's country list nor the IRS list of treaties, while PayPal does list it, and you would pay $795 USD to form the LLC and $695 USD a year to keep it compliant, or $1,395 USD for both together.

Key takeaways
Stripe says it must support payments in a country before you can open an account there, and Ecuador is not on its list. A US account asks for a business registered in the US.
PayPal lists Ecuador. Its help page names Ecuador among the countries where a bank transfer can take up to 7 business days.
The IRS treaty list does not include Ecuador.
Faxing Form SS-4 gets you an EIN without an SSN, generally within 4 business days.
Stripe, PayPal and each bank make their own decisions, so we only prepare the papers.

Can an Ecuadorian business owner hold a US LLC?
Yes. The IRS treats anyone who is not a US citizen or resident as a foreign person, and an LLC with one foreign owner has its own yearly filing, explained below. Nothing requires you to move to the United States.
Anyone holding US citizenship or a green card falls outside this structure. If that is you and you live in Ecuador, start with our guide to FBAR and Ecuador bank accounts.
Would a company in Ecuador open a Stripe account?
Not today, going by Stripe's own pages. To open an account in a country other than your primary one, Stripe says, you need a legal entity registered in that country, and Stripe must also support processing payments there. Its global page lists the supported countries, Ecuador is not among them, and for businesses outside the list it says payments are not supported yet.
A US account follows other rules. Stripe's page on US accounts says a registered business must have its registration in the US, even when the work is done abroad. Stripe verifies five things: the legal entity name, the entity type (an LLC, for instance), the EIN, the SSN or ITIN, and where the business is located. It may also request official documents. When the representative is not a US individual and has no SSN or ITIN, Stripe's tax ID page says it expects a local non-US tax ID plus proof that you are not a US taxpayer. Whether that fits your case is something we check before you apply; Stripe decides.
PayPal in Ecuador: listed, with a slower bank transfer
Ecuador appears on PayPal's list of countries. Your contract is with PayPal Pte. Ltd., a Singaporean company. A business can only sign up if it is organized in, operates in or resides in one of the listed countries. The Business sign-up asks for your full legal name, an email address, a password, your business registration number, a short business description and your business bank account details.
PayPal's withdrawal help page puts Ecuador on its list of countries where a bank transfer can take as long as 7 business days. The same page adds that all transfers are subject to review and could be delayed or stopped if PayPal identifies an issue.
A US PayPal account follows the US agreement, which wants a business organized in, operating in or resident in the United States, and an individual who is a US resident. Whether an LLC qualifies is PayPal's call.
What the IRS list shows for Ecuador
Ecuador is missing from the IRS list of United States income tax treaties, and from the IRS table of treaties in effect as well. In that case the IRS says you pay on the income under the same method and rates that the instructions for the applicable US return give. Its explanation is about income from US sources, so the effect on your LLC depends on what the LLC earns.

Ecuadorian businesses that sell to the US
An LLC helps when you already sell, or want to sell, to customers in the United States: cacao and chocolate makers, specialty coffee roasters, producers of handmade goods such as straw hats and textiles, tour operators with American travelers, and remote teams in software or customer support. Your customer pays a US company, and the funds go to a US bank account opened in the LLC's name, provided a bank approves it.

What you pay
Formation, $795 USD: a 30-minute call with me, your EIN without an SSN, the Wyoming filing fee, one year of registered agent service (every Wyoming LLC needs an agent), the document pack for banks and Stripe, and an operating agreement we can write in English or Spanish.
Annual compliance, $695 USD a year: Form 5472 and the pro forma Form 1120, Form 7004 extensions, the Wyoming annual report and license tax, the agent's renewal, and reminders before each deadline.
Bundle, $1,395 USD: the first year of compliance packaged with formation.
The fee is flat and written down before work begins. All three are for an LLC with one owner; tell me on the call if you will have partners. We form in Wyoming; Delaware or another state is possible if you ask, and the price may then vary. Everything is listed on our pricing page.
Timeline: about one business day, then the fax
Wyoming usually takes about one business day, counted from the moment we have your passport, address and the purpose of the LLC. After that we fax Form SS-4. The IRS online tool is built for people who have an SSN or ITIN. If you have neither and cannot get one, line 7b is filled in with "foreign" or N/A, and the IRS gives 4 business days as the general turnaround by fax.
Then comes the yearly routine. If the LLC had a reportable transaction (money put in, money taken out), it files Form 5472 with a pro forma Form 1120. Filing late or not at all risks a $25,000 USD IRS penalty.
How we help
My name is Sabih Shafi. I am an IRS Enrolled Agent, which means I can represent taxpayers before the IRS in any of the 50 states. I speak Spanish, and my wife is Venezuelan, so I am used to how business works across the region. I work by phone or video, in English or Spanish.
Forming the LLC and faxing the EIN request to the IRS is my job; you need no SSN.
I file Form 5472 and the pro forma Form 1120 each year they apply.
I assemble your Stripe and bank documents so every name matches; they decide, and I cannot promise an approval.
When the IRS sends a notice, I can speak for you as an Enrolled Agent.
A single flat fee, in writing, before work starts.

Can my Ecuadorian company open a Stripe account?

How long does PayPal take to send money to a bank in Ecuador?
PayPal's help page says a transfer to a local bank account in Ecuador may take up to 7 business days. It also says every transfer is subject to review.
Does Ecuador have a tax treaty with the United States?
Not according to the IRS list, where Ecuador does not appear. With no treaty, US-source income follows the rules in the instructions for the applicable return.
Can I get an EIN for my LLC without an SSN?
Yes. If you have neither an SSN nor an ITIN and cannot obtain one, line 7b of Form SS-4 reads "foreign" or N/A. The online application is for people who have one, which is why ours goes by fax.
How long does the setup take?
In Wyoming, expect roughly one business day after we receive everything. A faxed EIN request generally takes 4 business days, according to the IRS.
