US LLC for Argentine Business Owners: Price, EIN, PayPal
Short answer: Argentine business owners who hold neither US citizenship nor US residence can own a US LLC. All State Tax Resolution does the work: its IRS Enrolled Agent, Sabih Shafi, files the company in Wyoming, obtains the EIN without an SSN and prepares the yearly IRS filings. Stripe does not list Argentina, and PayPal's Argentina page ties USD withdrawals to a US bank account you own; the fees are $795 USD to form, $695 USD a year to maintain and $1,395 USD for both.

Key takeaways
Argentina is absent from Stripe's country list. Its rule for US accounts asks for a business registered in the US, which an LLC is, and the approval stays with Stripe.
PayPal does list Argentina. Its Argentina help page says the linked local bank account must be in Argentine pesos, and that USD withdrawals need a US bank account you own.
Argentina is not among the countries on the IRS list of income tax treaties.
No SSN is needed for the EIN, which we request by fax; the IRS puts the general timing at 4 business days.
Final approval sits with Stripe, PayPal and the banks, and our job is the paperwork.

Can someone in Argentina own a US LLC?
Yes. The IRS word for you is foreign person: an individual who is not a citizen or resident of the United States. If you are one, an LLC with you as its only owner follows its own IRS rules, and forming it does not require a move.
Holders of US citizenship or a green card are outside this structure. For them, our guide to US taxes for Americans in Argentina applies.
PayPal in Argentina: what its own help page says
PayPal includes Argentina in its list of countries. The contracting party is PayPal Pte. Ltd., a Singaporean company, and its agreement says a business has to be organized in, operating in or resident in one of the listed countries. Signing up for a Business account asks for your legal name, email, a password, your business registration number, a business description and your business bank account details.
Argentina has its own withdrawal text. PayPal says you can send funds to any local Argentinian bank account, to your US bank account, or request a check. A local account must be in Argentine pesos, and withdrawals to local dollar accounts will be reversed. In some cases you also complete a registration process with PayPal's partner. For USD withdrawals, PayPal says you must link a US bank account you own. The names on both accounts must match, a transfer fee applies, and a withdrawal usually takes 1 to 3 business days.
A US PayPal account is a separate contract. Its terms ask a business to be organized, operating or resident in the United States, and an individual to be a US resident. An LLC is organized in the United States, so it may fit, and PayPal decides.
Stripe and Argentina: outside the list
Stripe's global page lists the supported countries, Argentina is missing, and Stripe describes businesses outside the list with the words payments not supported yet. Stripe's help center adds the rule for opening an account abroad: a legal entity registered in the country where you open it, and Stripe's own support for payments there.
That is why the United States matters. Stripe's US-account rule is that registered businesses be registered in the US, regardless of the country they operate from. It then verifies the entity name and type, the EIN, an SSN (or ITIN) and the address. If your representative has no SSN or ITIN and is not a US individual, Stripe expects a local tax ID from your own country and documents confirming you are not a US taxpayer. Ask us first; Stripe decides.
Argentina and a US tax treaty
You will not find Argentina on the IRS list of United States income tax treaties, nor in the IRS table of treaties in effect. Where a country has no treaty with the United States, the IRS says, tax on the income is paid the same way and at the same rates as the instructions for the applicable US return show. That page concerns US-source income, so the result for your LLC depends on what it earns.
Whatever Argentina asks you to report belongs to someone based there: a local professional handles home-country reporting, and we coordinate with them. No Argentine rules or numbers are given on this page.
Argentine businesses that sell to the US
The LLC suits owners who already bill US customers or want to: software and game studios, designers and video editors, translators and online teachers, makers of leather goods or handmade products. A US customer then pays a US company, and the money lands in a US bank account in the LLC's name, if a bank approves one.

What you pay: formation, upkeep and the bundle
Formation is $795 USD. It starts with a 30-minute call with me on the US side of your LLC and what to ask an adviser in Argentina. Then come the Wyoming filing fee, the first year of registered agent service (every LLC in Wyoming needs one), your EIN, an operating agreement in English or Spanish and the document pack for banks and Stripe.
Upkeep is $695 USD a year. It pays for the Wyoming annual report and its license tax, the registered agent's yearly renewal, reminders ahead of each deadline, Form 7004 if an extension helps, and the annual Form 5472 with its pro forma Form 1120. Formation plus year-one upkeep is $1,395 USD. The fee is flat and in writing before work starts. These packages are built for one owner; if partners are involved, say so on the call. We default to Wyoming, and Delaware or another state is available on request, with a price that may vary. Details are on our pricing page.
From passport to Form 5472
Share your passport, your home address and a line on what the LLC will do.
We file in Wyoming. That usually takes about one business day once we have what we need.
We fax Form SS-4. If you have no SSN or ITIN and cannot get one, the IRS online application is closed to you; on the faxed form, line 7b gets "foreign" or N/A.
In any year the LLC receives a contribution from you or pays you a distribution, it files Form 5472 along with a pro forma Form 1120. Missing the filing costs a $25,000 USD IRS penalty.
How we help
I'm Sabih Shafi, an IRS Enrolled Agent with a federal license to appear before the IRS for taxpayers in every state. I speak Spanish, and my wife is Venezuelan, so working with founders across Latin America is familiar ground. We can talk by phone or video, in whichever of English or Spanish you prefer.
I form your Wyoming LLC and request your EIN by fax; you need no SSN.
I prepare Form 5472 and the pro forma Form 1120 whenever they come due.
I prepare your Stripe, PayPal and bank documents so the names match. The decisions are theirs, and an approval is not something I can promise.
If the IRS mails you a notice, I can act for you as an Enrolled Agent.
One flat fee, written down before we start.

Frequently Asked Questions
What does a US LLC cost for a business in Argentina?
Wyoming formation is $795 USD, and the state fee and the first registered agent year are part of that price. Staying in order with the IRS is $695 USD a year, or $1,395 USD together with formation.
Can I get paid through Stripe in Argentina?
Stripe's global page does not include Argentina, so a local Stripe account is not on offer. A US account is a different matter: Stripe asks for a business registered in the US, an LLC may fit, and Stripe decides.
How do I withdraw dollars from PayPal in Argentina?
PayPal's Argentina help page says a local bank account must be in Argentine pesos, and that USD withdrawals require a US bank account you own. For an LLC the path would be a US PayPal account tied to the LLC's own US bank account; the bank and PayPal decide.
Is there a tax treaty between Argentina and the United States?
The IRS list shows none. In that case the IRS says the income is taxed the way, and at the rates, that the applicable US return's instructions show. Whatever Argentina requires is handled by a local professional.
What do I send you to start?
Your passport, your home address and a note on what the LLC will do. We check that the package fits you, file in Wyoming and fax the SS-4, all by phone and video.
What is Form 5472, and does it apply to me in Argentina?
It reports transactions between your LLC and its foreign owner, such as money you put in or take out. After a reportable transaction, the LLC files it with a pro forma Form 1120, and the penalty for missing it is $25,000 USD.
